Canada and EU Drop 'Associate Member' for Closer Ties

Canada and the European Union opened their summit in Montreal on Thursday with a joint declaration that commits them to “ever closer association” and leaves out the “associate member” status the European Commission President proposed in September, according to the text Reuters obtained. Officials plan to publish the declaration on Friday. What the summit delivers in agreements is, so far, the content of a draft.

The 21st Canada-EU Summit runs in Montreal on 29 and 30 October 2026, with Prime Minister Mark Carney hosting European Council President António Costa and European Commission President Ursula von der Leyen, the Prime Minister's Office announced on 25 October. Confirmed The joint declaration commits the two sides to “ever closer association,” and work to define the Canada-EU relationship will continue until another summit next year, Reuters reports from the text it obtained on 28 October. Confirmed as reported

The Canada-EU associate member status is not in the declaration. Reuters, Euronews and AFP each report that EU member states pushed to remove the term. Confirmed This piece, part of this publication's Sanctions and Export Controls coverage, sets down what was dropped and why, what the draft and the declaration contain, the trade and tariff figures behind the summit, and what has been said about it in Washington and Ottawa. It follows our 16 September report on the original offer.

Why the Associate Member Status Was Dropped

Von der Leyen raised the prospect of Canada becoming the EU's first “associate member” in her State of the Union address in September, CBC News reports. Confirmed The title does not exist in the EU treaties, AFP reports, and there is no precedent or legal definition for it, according to Reuters. Confirmed

Germany led a group of member states that argued they could not sign up to a concept that had no legal status and had not been fleshed out, diplomats told Reuters. Euronews reports that Germany led the objections. Confirmed Euronews names Germany, France, Italy and Greece as the states that objected to the term in earlier drafts. Confirmed as reported A previous draft of the statement had included at least two references to Canada as an associate member, among them an acknowledgement that defining the term would take another year, Reuters reports. Confirmed as reported

Von der Leyen kept using the term after the text was settled. On landing in Montreal on Wednesday, she said the two sides would “start discussing how to make Canada the first associate member of the EU,” AFP reports. In her keynote speech in Montreal on Thursday she described it as “an association without accession,” according to CBC News. Confirmed that she said both

Each row records what that party said or argued, not an agreed definition. No EU treaty defines the status. Confirmed

“The good news is it doesn't matter about specific names or nomenclature. What matters is the difference it will make to the lives of Canadians.”

Prime Minister Mark Carney, to reporters, 27 October 2026, as reported by Reuters. CBC News and AFP report the same remark. Confirmed

Carney told reporters on Tuesday that the summit is the launch of further formal negotiations that will take another year, Reuters reports. Confirmed as reported EU officials said at a briefing on Tuesday that all member states support the closest possible relationship with Canada, according to Reuters. Confirmed as reported

What the Draft and the Declaration Contain

Two texts are on the record before the summit's own publication. The first is a draft joint statement circulated by the General Secretariat of the Council of the EU on 22 September 2026, “as received from Canada,” which POLITICO published. Titled “Building together an Alliance for the Future,” it opens with the leaders launching “the Canada-EU Alliance for the Future.” It does not use the term associate member, and it does not mention the International Criminal Court. Confirmed that the draft reads so

The second is the declaration Reuters obtained on 28 October 2026. Neither is the final text, which officials plan to publish on Friday, Reuters reports. Confirmed as reported

Council of the EU working document WK 13431/2026, 22 September 2026, published by POLITICO Confirmed for the draft column; Reuters, 28 October 2026 Confirmed as reported for the declaration column. Both are pre-publication texts.

AFP reported on Thursday morning that a digital trade deal allowing faster and cheaper online transactions is expected to be unveiled in Montreal, and that the summit could lead to an agreement allowing the European Investment Bank to back Canadian critical mineral projects. An EU official, speaking on condition of anonymity, told AFP the partnership would align policies in areas such as climate, energy and artificial intelligence and create a common governance structure. Confirmed as reported

The declaration's regret over the US sanctions on the International Criminal Court refers to the designation this publication reported in U.S. Sanctions the International Criminal Court Itself.

The Trade and Tariff Figures Behind the Summit

The Government of Canada states that the EU is Canada's second-largest trading partner for goods and services and its second-largest source of foreign direct investment after the United States. Its figures for 2025 are in Canadian dollars. Confirmed

Measure, 2025Value
Canada-EU trade in goods and servicesabout $178 billion
EU investment in Canadaabout $219 billion
Canadian investment in the EU$315 billion

Office of the Prime Minister of Canada, news release, 25 October 2026. Canadian dollars. Measured 2025 values as published by the Government of Canada.

Canada ships nearly 70% of its exports to the United States, while the EU accounts for about 9% of Canada's total trade, Reuters reports. Confirmed as reported Before the Trump administration's tariffs, Canada sent nearly 80% of its exports to the US, according to Al Jazeera. Confirmed as reported The two percentages measure exports, and the 9% figure measures total trade, so they are not on the same base.

Trump imposed a 50% levy on $20 billion of Canadian goods, or 5.5% of Canada's exports, Al Jazeera reports. Confirmed as reported

On defence, Canada became the first non-European country to join the EU's Security Action for Europe initiative, SAFE, in February 2026, and announced its first SAFE-secured procurement in June: Montreal-based Marconi Technologies will build ORION tactical radios for the Polish Cyber Command, the Prime Minister's Office states. Confirmed SAFE is a loan programme of €150 billion that supports defence procurement by EU member states, Al Jazeera reports. Confirmed as reported

What Washington and the Critics Have Said

In September, Trump called the EU's proposal to make Canada an associate member “laughable,” and said that if he interpreted the move as a “hostile act,” the US might stop trading with Europe “on many things,” Reuters and CBC News report. Confirmed This publication reported those remarks in “Laughable”: Trump Threatens Europe Over Canada's EU Offer. Asked for comment on the declaration, the White House said US and Canadian trade officials are talking, Reuters reports. Confirmed as reported

“All that talk of multilateralism and support for international law is basically like sticking a finger into President Trump's eye.”

Barry Appleton, international trade lawyer and fellow at the Balsillie School of International Affairs, to Reuters, 28 October 2026. Confirmed as reported

Appleton told Reuters the statement commits Canada to making its AI and digital rules work alongside Europe's, when Washington considers EU-style digital regulation a trade barrier, and called it “a highly provocative statement from the EU and Canada.” Julian Karaguesian, a former adviser at Canada's Finance Ministry, described the summit to Reuters as “a bit of a show” and said “Canada's effort to be closer friends with the EU is very ill-defined.” Confirmed as reported Vina Nadjibulla, co-founder and chief executive of the Centre for Strategic Statecraft in Ottawa, told Al Jazeera that “the term does not actually matter; what is important is the practical deepening of the relationship.” Confirmed as reported

“The world is more dangerous and divided. In response, Canada and the European Union are building on each other's strengths.”

Prime Minister Mark Carney, news release, 25 October 2026. Confirmed

Where It Reaches a Household

The tariff a Canadian household faces on goods crossing the US border is set in Washington, and nothing in either pre-publication text changes it. The US levy of 50% on $20 billion of Canadian goods stands as reported by Al Jazeera on 28 October. Confirmed as reported

The household line. The items in the draft that could reach a household are a digital trade agreement, a European Investment Bank route for investment in Canadian critical minerals, and a feasibility study on LNG exports to Europe. The draft describes the digital agreement as allowing “faster, lower cost” digital trade. None of the sources puts a price, a cost or a date on any of them. The figure on the record today is the US tariff. The declaration's own text is scheduled for Friday, 30 October.

What the Record Shows

On 29 October 2026, Canada and the European Union opened their 21st summit in Montreal. The joint declaration, as obtained by Reuters on 28 October, commits them to “ever closer association” and continues work on defining the relationship until a summit next year. The associate member status proposed by Ursula von der Leyen in September is not in it, after Germany led member states that objected to a status with no legal definition; she used the term again on arriving in Montreal. The agreements on competition, digital trade, water bombers and critical minerals are, so far, the contents of a 22 September draft, sent by Canada and published by POLITICO. Canada's own figures put Canada-EU trade at about $178 billion in 2025. Canada ships nearly 70% of its exports to the US, which levies 50% on $20 billion of Canadian goods. Officials plan to publish the declaration on 30 October.
